Depending on the reasons he was denied, it can effect the outcome of a fiance visa. But in general, not. The most common reason to be denied a visitors visa e.g. is not being able to satisfy the consulate officer of the immigrant intent issue by not having strong enough ties to ones country. For that reason, an application for a fiance visa is not effected as these visas are for those intending to immigrate to the US.Have a read here of visa options (contains links to the official USCIS and DOS information as well)

How i can apply job in ITSOFTWARE?
There is no such thing as a "naval visa." Do you mean a seaman's visa? If so, unless he is an employee of a merchant marine company, he's not going to succeed.
You can petition for him as your fiance IF you are a US citizen and if you intend to marry him within 90 days of his arrival. Residents cannot petition for fiances; the wait for spouses is about five years.
I am looking about city hall i will ask about procedure for marriage?
my fiancee and I are going to get married first then I will apply for a marriage visa for us so that he can come here that seems to be working better for peolple according to couple of attorneys i talked to it may take jsut as long as a k-1 the best thing to do is just to try if everything you've tried isn't working then go from there such as look into attorneys that are not trying to scam you of course but just having a consultation sometimes will give a view on how the ins is going to look at your situation.
