Well, if you're here as a legal permanent resident, you should have some idea what to do. File I-130 immigrant visa petitions for each of your children. Since you'll be a citizen soon, you'll need to file separate petitions. You'll need to prove 2 things to file. One, you're actually an American, and two, they're your children, so you'll need to provide your naturalization certificate and the birth certificates for your children. Depending on where you live, the petitions will be sent to one or another of the USCIS service centers and once they are approved, the petitions will go to the National Visa Center in New Hampshire. After they get the petitions there, they'll contact you for an affidavit of support, because you need to show you have the ability to support them here financially. Once that happens, assuming your kids are both under 21, the petitions will be sent to the US embassy in Manila and they will send out a letter with the various things that are necessary for the visa interview, like doctor's physicals, among other things.

You can find lots of information on immigrant visa petitions on the DHS and State Department websites at uscis.gov and travel.state.gov. These things take a while though, up to a year altogether, depending partially on how long it takes you to respond to NVC and the Embassy in Manila.
