A friend of mine passport(who is from a different country) got lost in the US. The visa was issued by the US?

Embassy in her country. She is in the US now and she wants to get back home. Which of the Embassy should she go to in the US in order for her to return home. Should it be the Jamaican Counsulate or the US Counsulate?

First she needs to go the US Consulate in the district that she lives in for a new passport. Then after she gets the passport she needs to fill out an I-95 to replace the entry/departure record that's attached to the passport. My husband lost his passport a year ago and had to do exactly what I just said your friend needs to do.
