The reason I'm saying this is becuase I eventually want to become a dual citizen which takes many years. The univeristy I am looking at is right on the Cda/USA border so if i could live in the U.S. while going to school in Canada that could be a good start on the lengthy process. Do you think that is allowed though?

Absolutely. I personally know several Canadians who live and work in the States and don't have U.S. citizenship. Contact the university for specific information, I'm sure that this issue comes up often.
