First you have to homogenize the world so that there would be no real area "preference" (a catalyst for overcrowding). Meaning, no pretty places, all the same benefits, all the same costs. If you can somehow make that work in the next billion years, then sure.

it is not possible or a good idea. policing would be a huge problem as you would have to have world law which is not possible becuase of the diffrent cultural aspects.

It would make the whole crossing the border illegally point mute, wouldn't it? Yea, I'm sure I can think of some people that would love to get those pesky borders out of their way but sorry, Americans in general, are not in that group.
