No, once your visa has expired, you are considered "illegal" because you have overstayed your visa

F-1 visa is needed when you enter the US. So if you are in the states, it doesn't really matter if your visa is expired or not. But you need to check the expiration date of your I-20 form and your passport in order for you to stay here legally.

And if you are on F-1 visa, you don't get when you need to exit this country. But you see the notation, D/S (Duration of Status) on your I-94 card which means that you are considered to be in status for the entire length of time you are enrolled full-time in an educational program, plus an additional grace period (60 days) for departure, as long as your I-20 or DS-2019 is valid. "D/S" does not mean that you can stay in the US indefinitely.

Anyway, you need a F-1 visa when you enter the US so if you need to go overseas and reenter the US, you need to renew your visa if you want to enter the US as a F-1 student again. But if you don't need to go overseas until you finish your school, you don't need to renew the visa. So if you don't want to renew your visa, just stay in the country. And even though your F-1 visa gets expired within the US, it doen't affect your status. If you are really worried about this, just contact the International Office at your school.

If the visa expired, you are not legally in the country.

The I-94 does not have an exit date. When you depart the US, you give the I-94 to the immigration official when you leave. This is so that immigration knows when you arrived and when you left, to determine if there has been an overstay. Since the visa is expired, you have definitely overstayed. If you had left voluntarily before the visa expired, you would be okay, but this overstay will likely cause a lot of problems if you want to come back to the US.
