Im a 2 year green card holder and a U.S. immigrant?
i went back to U.S. last April 2007 and i was here in the Philipines last May 2007.
i will be back again in U.S. in April 2009.
1. Can i still apply for a U.S. citizenship at my age of 26 yrs old?
2. will i have trouble applying for a U.S. citizenship?
3. would the U.S. immigration extend my years of stay in U.S. before i can apply for a U.S. citizenship? (for example at my age of 30 years old? )

I assume you filed to stay out that long? Because otherwise more than one year would be abandonment of your green card as I understand it. And no, I think you have to have actually resided in the US longer than that. Go to uscis.gov and put 'naturalization' and 'residence' in the search window.What could be some other reasons for my u.s tourist visa refusal?

Sounds like if you live outside the US you may have already abandoned your green card status. That depends on how long you have been out of the country. You should have applied for a travel document before you left the US to avoid abandoning your status.
You probably have to start all over again. Also, anyone with the statuatory period can apply for citizenship, but if your status is concidered abandoned you will have to obtain your green card, live in the US for five years and then you can apply for the N 400
