Racism is caused by ignorance and fear.People do not intentionally choose ignorance or fear.
They must be manipulated into accepting ignorance or fear.

You are correct that some of the worst and most prolonged cases of racism are perpetrated by entitled Anglos against poor people or races from under-developed, impoverished countries.
However, racism is a two way street; When we hate and distrust others, it develops more hatred and distrust of us. By itself, this obvious effect should be enough evidence to cease racial bigotry, torture and war. However, ignorance and fear are pernicious. They are easy tools to manipulate a populace.

The current American administration acts as if it is powerless to quell the tide of increased illegal immigration, when in fact it continues to promote immigration.
The Mexican president has unofficially declared war on the United States in the sense that he has publicly declared that Mexicans should "Take back their rightful territory" meaning, Texas and New Mexico for starters. The current administration has done nothing to resist this declaration.
The reasons the US government wants this influx of foreigners is so they can conscript them to fight wars in US military campaigns in return for citizenship.
They also want to establish a single union of Mexico, the US and Canada. In the process, the current administration see the dissolution of the Great American Constitution as a beneficial side effect. Bush and his Nazi conspirators have been systematically attacking the constitution for decades. Having a multilingual and multinational populace who accept spoon fed propaganda is only a start. Having a new populace of foreigners helps justify modification of the Constitution. Having a burgeoning population of "illegal" aliens allows them to use enforced conscription to military service and have a ready supply of cheap labor and a functionally illiterate ( non English speaking) populace. That makes it easy to centralize power and continue profitable wars through limited global conflict.
The so-called "racism" against Mexicans is not real. Most Americans do not fear or hate Mexico or its citizens. The American political agenda is to promote fear and racism, maintain a slave population through "legal" means.
The fascist neo-cons expect Americans to fear job-loss, tax increases and other economic hardships because of immigration. Therefore it will be easier to "sell" the idea that these "illegal" aliens can be "legally and morally" forced to work at sub standard wages (which is the definition of slavery) and they will have a populace of willing warriors to fight their profitable wars.
Mexican racism, such as it exists, is only a smoke-screen for the Neo-con agenda.
The Neo-Con agenda is:
1) Maintain limited global conflict by arming and supporting opposing factions.
2) profit from increased military spending and lucrative defense contracts
3) Consolidate political power through manipulation of economic pressures.
4) Develop and conscript a large population of functionally illiterate foreigners to fight these wars, sell drugs to finance CIA operations, and to provide cheap labor.
5) Use these resources to usurp and control the remaining reserves of fossil fuel, thereby increasing their domination.
The ultimate goal of this project is nothing less than world domination through slavery.
Americans can help stop this fascist policy by refusing to allow racism. They must realize that once again, racism is being used as a tool to promote slavery.

Racism usually comes from people with a low tolerance to multiculturalism. Generally I've found that people who have been very sheltered from a wide range of cultures in their upbringing are more likely to display intolerance to other cultures.

Well most people are racist because they are ignorant, and because they grew up with racist parents who taught them to hate others. Also it stems from competition between different groups striving to make there way in a world that is very cruel and hard. many people believe that if they ommit some people then there will be more opportunities for themselves. (A stupid idea) Personally I think that Mexicans are very hard working and good people who have a bad rap, but there is a problem when they come here and soak up all of our tax dollars for things like health care and education and welfare when they have not paid any taxes. I have sympathy for many of them but they need to fight within their own system to change it and make it better so they can be more prosperous at home.
