Documents apostille for passport help...?

my mom has her birth certificate from Mexico, but to get her passport, she needs to get her certificate apostillized by the state. Does she need to authorize her birth certificate by the county clerk first, then get it apostillized, or can she just take the original Mexican birth certificate to the secretary of state to get it apostillized?

You have to translate it first.Then you must go to the Secretary of State's office and get the translation apostilled,this usually costs 5usd per document.They usually want it translated by a certified translator but this can be rather expensive.I usually translate everything myself and get it notarized,immigration ususally accepts this.

Are you talking about a US passport? Your question wasn't very clear on that!

Did she give up her Mexican citizenship? if she has a Mexican passport she can travel on that, as long as she has the documents (US citizenship papers etc) she will be fine to travel as there is around a 12 weeks wait for a US passport (see link below).
