The application will be forwarded to the embassy in Manila. In a couple months you'll receive a packet from there. Complete all required tasks, furnish all the required documents and take your physical exam at St. Luke's clinic then turn it back into the embassy.You'll be called for an interview a couple months after you finish everything in the packet. If you pass you'll get your visa in about 3 to 5 days.
