How long canadian citizenship application take to approve ?

My friend filed canadian citizenship application 1 year ago... he received letter... it would take 12 months. but after that nothing heard about it..when he called they said backgroungd check..not completed.. nothing is wrong on his name no violate rules... some people background check completed within days... some people did not get reply. why......
