If a green card holder applies for his unmarried son (over 21 age), how long is the processing time?

DAR's reading it correctly. Legal permanent residents are allowed to file immigrant visa petitons for spouses, minor children and any unmarried sons or daughters, in the F-2 category. However, if the unmarried son decides love can't wait and marries before the green card holder becomes a citizen or the petiton is valid for use, ie. reaches its priority date, then the petition becomes invalid and can no longer be used.

So roughly 10 years at that rate, however, it depends on how many have applied since then. It is a category with limits per year, and there are a lot of people who want to come.
