How can i make my mother a U.S. Citizen?
Answers:
You do have to be at least 21 before you can sponsor your mother for immigrant status to the US. First, you'll have to file an I-130 IR-1 immigrant visa petition. You'll need to prove 2 things to do that. One, that you are an American and 2 that the woman you're filing for is your mother. So, you'll need to show your birth certificate with your mom's name on it and some evidence of citizenship. Depending on whether you are in the States or overseas, you can get the form at your nearest USCIS office or at the US embassy in the country where you live. Once your mother enters the US and gets a green card, she would have to be a resident for 5 years, before she could apply for citizenship.
Once the petition has been approved, you'll also need to file an Affidavit of Support to show that you can support your mother financially in the US. You obviously still have time to work this out. Check out uscis.gov or travel.state.gov for lots of information on immigrant visas.

What European Union country has the easiest immigration policies for US citizens?
You asked a serious and important question and you deserve a serious and direct answer. Copy and paste into your browser the site below which is the official site for the US Immigration and Naturalization Bureau.
If you place Us Citizenship or a similar phrase into your browser you should come up with many sites where you can pay for the help in becoming a citizen.
Many school districts and other agencies have free or inexpensive classes to help someone prepare for citizenship.
You are also and obviously a concerned and bright son who has taken American History. You can help your mother too in preparing for the citizenship test.
Post here again if you need additional assistance.
Good luck.
What do you think we need to do about illegal immigrants?

Why do Americans even dare to complain about illegal immigration...?
You need to be 21, then you petition, the info is at uscis.gov. She would become a green card holder, however, not a citizen until she was a permanent resident for 5years and took the test.
