Canadian immigration currently favors, ‘skilled applicants who can bring a unique skill or expertise to the nation.’ In other words, Canada will be more likely to accept immigrants with valuable skills or good education. Canada is less likely to accept an immigrant who cannot prove they have something specific to offer their new nation.

Will this "legal" approach help weed out undesireables?
Here's a true life story for your essay. I am from the Rochester/Buffalo NY region of the USA which is right next to the Canadian border. A friend of my who is a DJ/Electronic musician inquired about getting a work permit so he can perform in Toronto on a more regular basis. In order for him to do so, he was told he would have to convince a member of parliament that he, over any Canadian, could do this job better than a citizen of the Provence of Ontario, Canada. WOW! How can you do that as a musician? Its kind of insane when you think about it from his artistic standpoint.
Maybe Canada has TOO MANY skilled workers and that is why they have a high unemployment rate of 6%, or so the CBC news said when I was in Toronto last week.
