My sister received this note after the consul has interviewed her. Does this mean denial or is there a chance that she will still be granted an immigrant visa?

NO! It means only what it states. They will review further. Just scaring you. Hopefully you haven't screwed something up, but I've seen it with my wife 3 times. The same statement. They just do this.
Don't miss an appointment ever. You will hear this for the next 2 years. You just keep going with her whenever, and keep it up. That's what they want to know. Are you serious, and do we need another immigrant?

Bring food, water, and reading materials. Be comfortable and occupied as you wait for your number. But never piss off an agent, or you risk blowing it.
You be the sweetest people that you can be, and take their crap. They will hurt your feelings, and again.it is what they do.
Never give up. Never give up. Never give up. You comply, and they will pull out some other junk for you to do. Do it. Don't argue, and kiss their butts. They are in positions of absolute control, and they love it.
But..there will be a day when you will never see that man/ woman again as long as you live, but you'll never forget the ones who were nice to you (if any).
Keep it up. Be strong, and never miss a day. You'll be exhausted in the end, and you will need to rest. Your minds, your bodies, and your very souls will be wasted. Rest for a few weeks. , but then she can go to get employment, and live a good life here in America.
Keep it up, and don't show anger when they treat you like crap. Hopefully you will have a female agent sometimes. They are usually the most sympathetic..but then again, some are real Bee-Words. Look for the young women. They're the best, and pray to get them. Stay with her on this, and if you can't be there, be sure someone else can go with her. Be patient, be calm. It will happen, and you will be happy. I promise with all of my heart.
I assume you've only been to one or two interviews. Get ready for more. Could be one more, could be ten more, but just keep it up. You have to do it.
The money may be a problem too, and if you let it go at any time, you'll have to begin the process all over again, and pay and pay. Medical statements, records that never end, and all.
If you stop at any time, it all begins from square one. Do NOT allow that to happen. You go each time without fail, and they can't change the requirements on you.
Never miss an interview. It is the most important thing. I hope you will listen, because I know this 100%.
