its a tactic that sets a precedent. It is used to discourage other communities because they know they would be taken to court and probably would lose because immigration is a federal issue.

The ACLU is infamous for shaking down small communities. That is what they do. Most small communities can't afford to fight them so they pay off.
Since the aclu was created by commies it makes sense one of their goals would be to ruin this country. Look how they defend child predators fighting for their rights to be at parks close to children and their victory in the case of 5 men taunting others at an airport acting like terrorists then winning millions.
