A friend wants to move to the USA?
can i have everyones thoughts ,would he ever be able to enter the States.?

Is he just looking to visit the USA on holiday? He should look at the link below. He may be able to travel on the Visa Waiver Program. If he was ever arrested (even if no charges were brought) he must apply for a visa. The worst that they can say is no.If he does apply for a visa, the best advice I can give is to be honest in everything he says to the Embassy, in writing and orally. If they catch him in a lie he will not get in. If his problems are far enough in the past, he stands a chance.
EDIT: After your additional info I think he should apply for a visa and take a letter from his psychiatrist to the embassy when he goes for his appointment. If the Dr's letter is positive, I think he will be allowed a tourist visa, but don't bank on it.
He will find it tough to get an immigrant visa. They ask questions about that and they don't prat about if you have mental health issues. I'm not saying that is right or wrong - it is just the way it is.
I think he can visit - don't know about moving.
I think have a US consulate in London, why he not go to there and check if the problem that he have before can't affect him to enter to US. I think is the thing that he can do...

He probably can enter, but he might need a visa, unlike most British people. Not sure exactly what he did, or whether he has a criminal record, but he should probably look on the US Embassy web site and see if anything he did violates the visa waiver rules. If it did, or he's not sure, he should apply for a tourist visa.

He can certainly visit. It will be very difficult for him to relocate unless he can get a job offer. Contact the US embassy in London to find out whether or not he needs a visa.

I feel for him. Mental illness is treated as a bad stigma when it is no different than diabetes, heart disease or any other disease. There are also effective treatments for almost any condition of Mental Health. At first I thought that he would have no problem applying for a visa and then I read on about the letters, threats and his "supposed" attachment to a Scottish Terrorist group. Terrorism is one of the major troubles right now and scanning and watching for terrorists whether accused or just someone making it up is watched very closely. First he should talk to his Psychiatrist and see if he runs into any trouble if they will help him out. Also he should speak to someone from the London Embassy, they will definately be able to answer all of his questions. I wish him the best of luck and hope! It is wonderful to hear of someone sticking by a friend when they go through trouble. You deserve to be commended for that.my hat goes out to you!
